HHSRS categories are defined under the Housing Act 2004. Awaab's Law phase assignments are based on GOV.UK guidance for the Hazards in Social Housing (Prescribed Requirements) (England) Regulations 2025. Phase 2 and 3 dates are indicative until regulations are laid in Parliament.

Understanding HHSRS Phases Under Awaab's Law

The Housing Health and Safety Rating System (HHSRS) defines 29 hazard categories under the Housing Act 2004. Awaab's Law applies statutory repair timescales to these hazards in three phases.

Phase 1 (in force from 27 October 2025) covers damp and mould growth — the hazard category that led to the death of two-year-old Awaab Ishak in Rochdale in 2020. Phase 2, expected in 2026, adds 13 hazard categories including excess cold and heat, falls (baths, level surfaces, stairs, between levels), structural collapse, explosions, fire, electrical hazards, and hygiene-related hazards. Phase 3, expected in 2027, covers all remaining HHSRS hazards except crowding and space.

For housing officers managing mixed caseloads, knowing which phase covers each hazard type is essential for setting the correct deadlines. A damp report triggers Phase 1 timescales now; a report about a broken stair rail will trigger Phase 2 timescales once those regulations come into force.
